  • Describe renter households with children—where they are, what they are paying, what can they afford.
  • Assess the complex array of housing that serves these households today, with a focus on whether affordability is threatened by conversion of housing to other market segments.
  • Document how the development community built product for this market segment until the 1980s, but then focused elsewhere over the past several decades.
  • Discuss a case for market-rate developers/owners/operators to serve this market segment.
